A very, very long post ... 

Here it is. Everything you need to know about New Brink Haven Settlement in a question and answer format. At least I think this is everything. If you have any questions about anything not covered below, please don't hesitate to ask. Not too long ago as part of a response to a misunderstanding among some players living together in a different part of the VH map, the very wise Carl_71 made the point that if players wish to have any sort of community then rules need to laid out in advance regarding that community, very detailed rules that ideally cover every situation that may come up. What follows is a description of what New Brink Haven has to offer along with set of rules and guidelines that, hopefully, cover everything. If you are thinking about joining New Brink Haven Settlement, please read carefully everything that is below before making your decision. If you do wish to join, send me a private message here on the forums or whisper to me or Jake in game and we'll let you know the coords of The New Brink Haven roof portal. 

New Brink Haven Settlement:

Q. What is the plan for New Brink Haven Settlement?
    ( Also called New Brink Haven)
A. New Brink Haven is to be a settlement of scattered individual bases, cooperating and working together. The idea is to have bases far enough apart so that each player can enjoy building their base as they wish, but close enough so that players can visit and help each other. ToastyCheeseLad and Jake_Tesla are the founders and managers of the Settlement of New Brink Haven.

Q. Is there or will there be a Discord for New Brink Haven Settlement?
A. At this time there is not. Myself and Jake_Tesla have no plans to set up a Discord or any similar platform for New Brink Haven Settlement or to use Discord. If residents of New Brink Haven wish to set up / use Discord or something similar that is up to them. 

Q. Who can join New Brink Haven Settlement? How can I join?
A. Anyone who has established themselves as a trustworthy player and as a player in good standing on the VH server may join.  If you wish to join, send me a private message here on the forums or whisper to me or Jake in game.

Q. Can I ask my friends or other players to join?
A. Before asking anyone else to join New Brink Haven or giving anyone the location please have that player contact me (ToastyCheeseLad) or Jake_Tesla so that they can be approved by myself and then all other residents of New Brink Haven.

Q. How big can I make my base?
A. Please keep your base to a maximum of about 250 x 250 blocks or about 62,500 sq blocks.  If you wish to make a smaller base or just a simple house and garden, that's fine. If you find that your base needs to be a little bit bigger (not too much) than the guidelines above, please get approval from myself or Jake before proceeding.  Please mark the boundries of your base clearly with either a fence, wall, hedge, treeline, lava moat, etc. and some signs.

Q. Where can I build my base?
A. There is plenty of unsettled land in the area and a variety of biomes. Please keep your base boundries at least 50 blocks* from the border of New Brink Haven Center. * Residents only need to keep their base boundry 10 blocks from the extreme north border and extreme east border of New Brink Haven Center.  Keep your base boundries at least 100 blocks from any other existing base boundry, including Instabil's old base. Instabil is a neighbor of New Brink Haven, with a base in the area marked by a bamboo border. Keep your base boundries at least 25 blocks from the New Brink Haven roof portal and at least 25 blocks from the New Brink Haven Portal Highway.

Q. What can I build on my base? How can I build my base? 
A. Build your base however you wish. It's your base. Build whatever you like on your base, with the exception of a nether portal or portals - see below. One thing, if you plan on making a redstone/ automated/ AFK farm or farms on your base, please be mindful of the server rules on those and of the size and entity count so as not to cause lag or lack of mob spawning for your New Brink Haven neighbors or for any other VH players

Q. Can I build my own nether portal in New Brink Haven Settlement?
A. Sorry, but no you may not. Given the characteristics of portals built in close proximity to one another, it is asked that you do not build any portals, but use those already in existence. The New Brink Haven roof portal is available for nether roof access and there are other portals already in the area for regular nether access. Residents will be told the location of those.  Of course, if you find yourself lost or trapped in the nether with no way out or no hope of rescue, you may build an emergency portal. After you have escaped the nether, that emergency portal must be removed if it is interfering with or linking to other existing portals in New Brink Haven or if it's overworld portal has generated in or within 25 blocks of any New Brink Haven residents base, including the portal builder's, or within 100 blocks of New Brink Haven Center.  If you find yourself coming through the overworld side of an emergency nether portal into another resident's base, you must disable and remove that portal as quickly and as safely as possible, then leave that base as quickly as possible (unless invited to stay by the by the base owner) using the tp home option in the book. Please note the coordinates of any overworld side portal that needs to be removed so that it's nether side portal can also be removed. If the overworld side of a portal is not interfering with or linking to other portals in New Brink Haven and has not generated in or within 25 blocks of any New Brink Haven resident's base, including the portal builder's, or within 100 blocks of New Brink Haven Center, that portal may remain. All nether portals in New Brink Haven Settlement are for public use. Any resident may freely use any nether portal at any time. Any portal found that does not conform to the above will be disabled and removed.

Q. If the overworld side of an emergency nether portal I have made to escape the nether somehow miraculously generates inside my own base and is not linking to,
or interfering with other portals, why can't I leave it and use it as my base nether portal?
A. Because any resident may freely use any nether portal at any time, any resident could enter your base at any time whether you invited them there or not. So it is best that any and all nether portals in New Brink Haven remain at least 25 blocks outside of resident's bases.
 
Q. What about farms or grinders or anything else that New Brink Haven residents build in the nether or on the nether roof?
A. Any builds created in the nether or on the nether roof, including but not limited to portals, mob farms, xp farms, grinders, roads, bridges, tunnels, mines, fences, walls, or any type of shelter are considered public property and may be freely used by any resident of New Brink Haven at any time. Major improvements, alterations, or dismantlements to any of the builds mentioned above must be agreed upon by all residents. Any disputes that arise regarding improvements, alterations, or dismantlements to any nether builds will be voted on by all New Brink Haven residents with the majority vote deciding the outcome. In the event of a tied vote, the build will remain unchanged. To sum up... any build in the nether or on the nether roof becomes public property. If you plan to build something in the nether or on the nether roof, know that you are building it for all residents of New Brink Haven and will have no control over it's use. That being said, please be considerate when using  a build that someone else has made in the nether or on the nether roof, even if making simple alterations.

Q. What about end portals?
A. At this time, there are no known strongholds or end portals in the area in or around New Brink Haven Settlement. If you do happen to discover one on your base, it is yours to open or do with as you wish. If you discover one outside of your base boundries, but within 25 blocks of another New Brink Haven resident's base or New Brink Haven center, please notify myself and that resident to get permission to proceed with opening the portal. Unless an end portal is inside a residents base boundries it may be used by any resident of New Brink Haven at any time. Any strongholds or end portals that are discovered at least 25 blocks outside of any base are public property.

Q. What is New Brink Haven Center?
A. New Brink Haven Center  includes Jake_Tesla's and ToastyCheeseLad's base, The Sugar Cane Patch,  The New Brink Haven Livestock Yard, The New Brink Haven Hotel, The Dark Oak Pyramid Platform, The New Brink Haven Mine ~ Main Entrance,  The Sandstone Drop and XP Farm, and Squidward Village. There are also two known zombie spawners which are temporarily disabled at this time. If you have a suggestion for a build or public project inside of New Brink Haven Center, please obtain approval from Toasty or Jake before you begin.

Q. What is the Sugar Cane Patch?
A. It is a small area of sugar cane just behind Jake's and Toasty's house. Residents may harvest sugar cane there to help get started with growing it at their own base. There is a crafting table nearby so any harvested sugar cane can be converted to paper for trading purposes at Squidward Village. Please be considerate and take only what you need. Please replant if you accidentally harvest a whole plant.

Q. What is The New Brink Haven Livestock Yard?
A. The New Brink Haven Livestock Yard is a fenced area that is part of Jake_Tesla's and ToastyCheeseLad's base holding chickens, cows, and a variety of colored sheep. New Brink Haven residents may enter with permission from Toasty or Jake to shear sheep, milk cows, or gather eggs. Residents may also request permission to take a limited number of sheep and/or cows from the yard back to their own base for breeding purposes. Leads are available to borrow upon request. Residents may not kill any animals inside the yard unless special permission has been granted by Toasty or Jake to do so.

Q. What is the New Brink Haven Hotel?
A. The New Brink Haven Hotel is a 10 room hotel located in New Brink Haven Center. Rooms are available to New Brink Haven residents to safely stay in while they explore the surrounding area and build their base. Rooms include a bed, a crafting table, a furnace, and a chest stocked with a few complimentary items. Guests are encouraged to sign in, choose a vacant room, place their name on the sign above the door, and use the bed to set their spawn in the area until they can safely set their spawn at their own base. Beds and all other fixtures in the room may not be removed. (Wool and wood are available if needed to craft a bed for your base). Guests may decorate their room with paintings, item frames, maps, or map art as long as windows or other light sources are not covered. Potted plants or other small decorative items are also acceptable. Guests may keep their room even after they have established their base and may reset their spawn in their room as often as they wish. The hotel includes a lounge and jukebox and a self serve food court. The roof is accessible for night time mob viewing and/or shooting -- do not attempt to shoot, from the roof, any mobs trapped in the boat traps. Those must be engaged at close range from the ground. If you accidentally break a boat or if a boat trapped creeper explodes, please replace the boat and repair the area around the boat. Endermen may be engaged on the roof if guests wish to do so. The roof is also available as an elytra landing / take off area. Please close the door to your room when leaving and keep the outside doors and the roof hatches of the hotel closed at all times unless entering or leaving the hotel. Under no circumstances, enter another guest's room unless you have their permission. Management may briefly enter rooms at any time,without permission, only to view the condition of the room. 

Q. What is the Dark Oak Pyramid Platform?
A.The Dark Oak Pyramid Platform is located just south of the New Brink Haven Hotel and just west of Jake's and Toasty's house. It is the geographic center of New Brink Haven. Some important rules, also listed here, are displayed there.

Q. What is Squidward Village?
A. Squidward Village is a walled village not far to the east of ToastyCheeseLad's and Jake_Tesla's base. Residents of New Brink Haven Settlement may enter Squidward Village only during daylight and are encouraged to make trades with the villagers there. Gates must be kept closed at all times, except when entering or leaving. Do not harm or kill any of the villagers, Iron Golems, or animals that are inside the walls of Squidward Village. Do not remove any of the villagers, Iron Golems, or animals that are inside the walls of Squidward Village. Do not spawn Pillager raids in or near Squidward Village. Please obtain the approval of ToastyCheeseLad or Jake_Tesla before building any structures, placing any beds or work stations, or breeding any villagers in Squidward Village. 

Q. What is there to know about the New Brink Haven Mine?
A. The New Brink Haven Mine is a public mine open for use by all residents of New Brink Haven. The main entrance is located inside of Toasty's and Jake's base, but is accessible to all New Brink Haven residents. When using the mine please keep all areas that you mine well lit. If you make a mine entrance at your base please mark that entrance clearly to let other residents know that it is a private entrance to your base. Please do not enter any resident's base through a private mine entrance without obtaining permission to do so. All mines made in New Brink Haven are considered part of the New Brink Haven mine and are considered public. Only entrances to the mine that access a resident's base are viewed as private.


Q. What is the SandStone Drop and XP Farm?
A. The SandStone Drop and XP Farm is a mob drop and XP farm just off the bottom of the southwest corner of The Dark Oak Pyramid Platform. Residents can finish off mobs there to get drops and xp.  Please keep the gate closed and aim your weapon carefully so as not to break the glass panes in the killing area. If you wish to take any mob drops with you when you leave, please do so. There are extra glass panes in the chest in case repairs need to be made. Any drops left in the chest are public property. If no mobs are spawning while you're there, feel free to explore and mine the area below. Please keep all mined areas and caves you may discover well lit.

Q. What about the two zombie spawners?
A. One spawner is located below the northwest corner of the Dark Oak Pyramid Platform in a fenced area. The spawner can be enabled by entering through the gate and removing the torches around it. Residents can stand safely outside the fenced area and kill any zombies that spawn to get xp and drops. When finished please relight the area around the spawner to disable it. Please take your drops with you. And please be careful descending and ascending the ladder that accesses the spawner area. The second spawner is located just outside of the western border of New Brink Haven Center. Residents may temporarily enable it if they wish and use it at their own risk. Please disable that spawner by relighting the area when finished. Suggestions for plans to improve the second spawner will be considered. 

Q. What about the areas in between bases? Can residents build there?
A. Those are considered public spaces. Please do not clear cut any trees there.
If you do harvest trees there, please replant where you can so there is wood for others to use. If you take flowers or plants from any public spaces, please bonemeal the area so they regrow.  All suggestions for public projects or small builds. i.e. gardens, farms, pixel art, small shops and buildings, etc are welcome for approval. Suggestions for larger cooperative public projects will also certainly be welcome and considered.

Q. Can I visit other resident's bases?
A. Only with permission from that resident. Do not enter another base, open any barrels or chests or take anything from another base unless you have permission.
Ask first.

Q. What if I decide to leave New Brink Haven Settlement?
A. If you decide New Brink Haven isn't for you or need a break and are leaving on good terms (see below) please secure your base before you go. Your base and room at The New Brink Haven Hotel will remain unentered and untouched and you will be welcome back at any time.

Q. Will I ever be asked to leave New Brink Haven or not be welcome there?
A. The thing I really didn't want to talk about ... Hopefully, that will never be the case. The only reasons you would be asked to leave New Brink Haven and not be welcome to return is if you blatantly disregard and continually break the guidelines and rules listed above or are uncooperative with other residents of New Brink Haven. You may also be asked to leave and be unwelcome in New Brink Haven Settlement if it is discovered you have broken any server rules. If you are asked to leave, you will have a limited and reasonable amount of time to gather and move any of your belongings and set your spawn somewhere else outside of New Brink Haven. Depending on the situation, you may be escorted from the area of New Brink Haven Settlement. After that time, your former base will be open to any and all New Brink Haven residents as a public space.

Q. Anything else to know about New Brink Haven Settlement?
A. If you wish to make your base in New Brink Haven the main thing to remember is to be considerate of other residents and VH players. The main goal is to have fun,  and enjoy each other's builds. Hope to see you in New Brink Haven.
